An Evaluation of the Propsed Elgin Annexation and Stony Creek Developments, May 23, 2005

This report was prepared for the interested parties in the annexation petition 63-04, City of Elgin. As a pro bono consultant, and one who lives in Campton Township - the impacted area, I analyzed reports prepared on the fiscal impact as well as the implications of the plan in the context of smart growth and anit-sprawl principles.

The report describes the overall symptom level and compares males and females. It then explains what living situations and conditions contribute to the variable level of stress experienced by residents.

This report is based on responses to questions regarding attitudes and behaviors toward racial and ethnic groups comparing responses from three different surveys. A few questions addressing this topic were asked in 1991, an extensive module of questions was asked over 300 respondents in 1999, and the entire survey was devoted to this topic in 2003. This report describes how attitudes have changed or remained relatively stable over the last decade.
